Charlotte van Ooijen holds Master degrees in Communication and Information Sciences from the University of Groningen (2003) and Public Administration from the Radboud University Nijmegen (2006). She currently works on a dissertation about the implications of Location Based Services (LBS) for the government-citizen relationship. She started her work as a doctoral researcher in December 2006.
Location-based services (LBS) are IT-services which enable governments to monitor citizens´ every movements faster and more accurately than ever before by combining location information and personal information about mobile citizens. Localizing and classifying citizens by means of LBS technologies such as GPS, mobile phones and ‘smart’ cameras can be of interest to government organisations in several policy domains.
The doctoral research aims at identifying the implications of the use of LBS in public administration for the government-citizen relationship. For this purpose, case studies are conducted in three distinct policy fields in Dutch public administration. Three theoretical angles will be used to assess the LBS-applications in both a descriptive and normative manner. The theoretical framework is based upon the distinction of three aspects of the government-citizen relationship in the ICT-age: surveillance, service and democracy.
